In Canada, forests are at a crossroads.
The government increasingly recognizes that forests should be managed not just for timber, but also for wildlife, recreation and traditional values.
But change is slow on the ground.
For example, in British Columbia Global Forest Watch has found that between June 15, 1995 and July 14, 1998 more fines are collected by the Vancouver Library for late fees ($CDN 3.5 million, US$ 2.4 million) than were charged to logging companies breaking the rules ($CDN 2.3 million, US$ 1.6 million).
Part of the problem is government enforcement budgets have been substantially cut.
